Over 6,500 Expatriate Singaporeans Register as Overseas Voters for Presidential Election

Singapore's Elections Department (ELD) announced on Wednesday that more than 6,500 expatriate Singaporeans have registered as overseas voters for the upcoming Presidential Election in 2023. The contenders vying for the role of Singapore's ninth president include Ng Kok Song, former Chief Investment Officer of GIC; Tharman Shanmugaratnam, former Senior Minister; and Tan Kin Lian, former Chief Executive of NTUC Income.

Out of the total foreign voters, 3,432 will vote via postal ballots, while 3,217 will cast their ballots in person at overseas polling places. This election marks the first use of postal voting in Singapore following revisions to the election legislation passed in March, allowing qualified Singaporeans residing abroad to vote by mail.

Eligible overseas voters must have lived in Singapore for at least 30 days within the three years preceding their registration. Registered postal voters have received a reminder along with instructions to download their postal ballot paper and return envelope using Singpass from ELD's website. The marked postal ballot envelope must be postmarked by Election Day on September 1 and delivered to the returning officer in Singapore by September 11 to be considered valid. An ePoll letter containing voting place information has been sent to voters registered for overseas polling places. This ePoll mail can be accessed through Singpass via ELD's Voter Services. Foreign voting locations are set up in several cities, including Beijing, Canberra, Dubai, Hong Kong, London, New York, San Francisco, Shanghai, Tokyo, and Washington.
