Malaysia Leads Southeast Asia in Crafting Ethical Guidelines for AI Governance

Malaysia has become one of the first countries in Southeast Asia to define the route for artificial intelligence (AI) governance by developing a complete code of ethics and governance. This code, which is expected to be completed by next year, will serve as the foundation for AI regulation in the country, complying with the widely known Seven Principles of Responsible AI.

This groundbreaking initiative is spearheaded by the Ministry of Science, Technology and Innovation (MOSTI) in collaboration with Universiti Teknologi Malaysia, along with key stakeholders from government agencies, higher education institutions, and industry players. Minister Chang Lih Kang emphasizes the necessity of this code to ensure the responsible and trustworthy use of AI, recognizing the multifaceted nature of AI that encompasses technical, legal, ethical, policy, and standards aspects.

Beyond the code of ethics and governance, MOSTI is actively exploring the formulation of a legal framework and an AI Act. This comprehensive approach aims to provide clarity and certainty for the burgeoning AI industry and its users. Minister Chang underscores the importance of balancing legal considerations with industry innovation, emphasizing that standards and legislation are complementary rather than conflicting.

The Malaysian Standards Department (JSM) plays a pivotal role in this initiative, having established a National Mirror Committee chaired by MIMOS, the applied research and development center under MOSTI. This committee, comprising representatives from various sectors, will adapt international standards and best practices for AI to the local context, creating national AI standards.

Positioning Malaysia as a regional leader in AI innovation and adoption, this strategic move aims to foster economic growth and social development. Minister Chang highlights AI as a key technology that can elevate Malaysia to become a hub for AI talent and solutions. The commitment to collaboration extends globally, as Malaysia seeks to share experiences and insights on AI governance and ethics, nurturing a culture of trust and confidence among the public and AI users.
